Penske PC19 was designed by Nigel Bennett and was powered by Ilmor-Chevrolet  V8 90° turbocharged engine. The car was used by Team Penske in the 1990 season and was driven by Emerson Fittipaldi, 1989 CART champion, Rick Mears, and Danny Sullivan. Mears and Sullivan were long-time Penske drivers. Mears was with the team since the 1978 season, and Sullivan joined him in 1985. Fittipaldi, by contrast, only joined the team that season, winning the title in 1989 with Patrick Racing. Emo continued to be among the top drivers in CART, winning at least one race with Penske for six straight years. In 1990 he won Firestone Indy 225 at Nazareth speedway and was 5th in the final driver standings.
